Answer: NC
Of the 2-digit primes possible, only 11, 37 and 43 are not factors of the number. FIPS code number 43 hasn’t been assigned yet and number 11 is for Washington, D.C., not a state, so the answer is North Carolina.

Since some FIPS codes are listed as 2-digit numbers with leading zeros, please confirm that 2-digit numbers with leading zeros were not considered in finding the solution(s).

Depending on the site referred to, state FIPS are listed as either 079, for example, or just 79. We are of the opinion that the whole number 000000000000079.000 is actually a two-digit number (79). Is that clearer than an unmuddied lake?
