I think I know what you're referring to, and the 4 clues are all you need. At least, they're all I needed, which may or may not be helpful, depending on whether or not I got it right.

SOLUTION - Part 1 is fairly obvious, since if you graph these relations, you will see a W, an H, and an O. Notice that the second is in polar coordinates, as opposed to Cartesian. (If you tried it in Cartesian, you'd have trouble deciphering this one!) Part 2 is a little cryptic, and it uses Morse code. An ellipsis (that is, three dots) represents S. A sideways exclamation mark can be either dot-dash or dash-dot, so the next two letters are A and N. Finally, M and E in Morse code become G when combined. Part 3 uses the NATO alphabet. November (N) is the 11th month, but etymologically is the ninth. Tom Hanks and Spencer Tracy have both won Best Actor Oscars in two consecutive years (2 O's). According to the proverb, it takes two to tango (T). Mountain ranges named Sierra (S) Nevada exist in both the US and in Spain. Combined, these three parts form the question, "Who sang Noots?" The answer is Sum 41, so, with the sum subtracted, it is 41.
